The only thing I've seen is speculation on why the mine was closed. For all we know that the mine wasn't in operation the day the inspection took place. Remember that these are not suprise inspections.
I mean there is no mention of a planned shutdown, except that I dug an article a while back saying that big coal players were scaling back to force up prices.
