No one believes the plan will work, that simple.

When you got Aces full in a poker game, you raise with a good expectation of winning. HRCT's hand is maybe a small pair, with all over cards on the flop.

This comparison is used to say, HRCT plan has a very small chance of working. The whole world right now is near economic collapse. Why bet on a small pair?
