The National Data Buoy Center intends to negotiate only with Flotation Technologies Inc. of Biddeford, ME for the following:

https://www.fbo.gov/index?s=opportunity&mode=form&id=b75e6c516f38e9bcadf747dfadb42b17&tab=core&_cview=0

0001: 4 Each, AL-200 Trawl Resistant Bottom Mount; RDI 300KHz/1200 KHz Instrument Gimbal; Single Release Installed with remote transducer head(ensure compatibility with ORE 8011M Acoustic Deck Set); 200M Depth Rating with 400m of 1/4" Spectra line installed
0002: 2 Each, 49" ADCP Buoy; 2000M Depth rating; Extended Frame for upward and downward looking 75KHz RDI ADCP Instruments

This sole source justification is for the procurement of Syntactic Foam Trawl Resistant Bottom Mounts for ADCPs and Syntactic Foam ADCP Floats. A market search has indicated that Floatation Technologies is the only company that provides specialized syntactic foam instrument housings for ADCPs. The ADCP floats are needed for a subsurface mooring that will house two of these instruments. The Trawl Resistant Bottom Mount has an integrated acoustic release with line that allows for easy recovery of the entire mount and anchor. They are the only known manufacturer of this type of arrangement. The design is such, that if the tether line should break the syntactic foam in the trawl resistant part of the design ensures that your instrument will make it to the surface for recovery.

Spooky, #msg-36183226 here are some drawings of the TRBMs and their installation. I think these are from before FT was acquired by DPDW, and one shows a wee bit of humor from FT..
