I personally don't believe that democrats in office are any less devious then the previous Bush administration in curbing civil unrest.
I mentioned the recent domestic initiative of assigning Army personnel to the "Homeland" and now $3.7B to shore-up local police departments was added to the Stimulus package.
Lack of political interest and a busy work week are usually enough to curb the typical US citizen's need for "torches and pitchforks". In the US, civil unrest comes last, after economic and infrastructure collapse, but I wouldn't put it past government to prepare.
That said, Virtra is in a good position to attract some business as resources shift from an international to domestic forum.
