I assume this turns on some of the new functionality, which is probably increasing the power draw. The fact that Intel did not announce (or perhaps really enable) this circuitry yet it is there drawing power is puzzling.
Unless this new functionality is going to be marketed as "User Invisible Idle Transistor Switching", this is a mystery to me. Obviously, if there are new features enabled, they aren't doing anything for performance, and they sure as hell aren't doing anything for power levels. I don't think anything has been turned on, but for some reason, in real world measurements, the CPU temperature has climbed to heights that have never been seen before. This is a bad thing, and it gives AMD that much more of a competitive lead. The only good job that Intel is doing is giving their prime competitor an opportunity of a lifetime.
