If the company had put out those pr's and not flooded the marketplace with shares where do you think the share price would have been today? Say it rose to a cent and a half the last couple of days. The company could have taken much fewer shares to raise some cash by releasing shares at this time but it would also mean that stockholders, who have been way under water would sell shares with glee beating the company to the punch. Can't have that.
What the company is doing is shrewd. First a divy, then a buyout story keeping people holding their stock while selling shares into any rally.
What contempt for their shareholders. The company may stop selling for a bit hoping the price will recover a few thousandths before resuming dumping shares.
