fla - your initial argument was that they could PR anything they wanted because Safe Harbor would protect them, which I think we both agree it will not. The enforcement of the law (or lack thereof) is a point on which I agree with you, but that doesn't make it legal. The integrety of those issuing the PRs is one of the things that individual investors must decide before they place their bets in the market.
