Thanks Tony. That looks like a shelf. That would allow Cortex to sell shares anytime they want into the future without having to go through the full registration process again, thus saving time.
If I remember correctly, Cortex already had a shelf in place from before, though perhaps there wasn't enough left in it for their needs.
