Dingell was "reasonable" in protecting the northern states regarding our goal to go green. Waxman doesn't give a hoot about the north.
While the "carbon credit" is supposed to limit our pollution in this country it's turning out that it'll be just another tax that's put on our country. The "northeast" is still home to our industrial base complete with an older infrastructure.
The north will pay most because of its older utility system.
