The reason why it's 30% coal rate is because it takes 3.3 tons of raw coal to make 1 ton of clean coal.
Which means 70% of what comes out of the ground is waste.
And before you jump to conclusions, just look at the July - September 2008 Interim Statement for monies paid to the trucking company the past 3 months!
And if you still don't believe, calculate the same method using what was paid White Star.
