My guess is these small rich countries want to buy influence in the decision making of big powers. Russia and China are closed to them. The west appears eager to take in foreign investment. This way western countries have a vested interest in protecting the investing countries. Their money will be considered friendly money, and their concerns will not be dismissed quickly. And if by some chance the investment actually makes a monetary profit, that's a bonus. But is not the primary driver.
