You misunderstand ... solicitation as in ... a preliminary and genereic letter or email indicating that Oppenheimer has funds to invest in projects.

JR took that generic letter/email and pumped it.

The SEC should press charges here too.

I would agree with that.

There was a time frame when USSE had a lot of clout because of Mr. Rivera's promotion efforts and Mr. Rivera used that. I would think it would be very worthwhile for the SEC to look at Alice's trading history to see whether she purchased any CYBR, GRLY, ACMG or ONYI before Mr. Rivera announced reverse mergers with those companies.
