No, Brad was correct the first time. The OS is total outstanding shares. The OS = float(tradable shares) + restricted.

So:

381,623,575 = float + 138,847,663

381,623,575
-138,847,663
-------------
242,775,912 = float

imo, if they are restricted and can't trade then they aren't "floating", differences might be acknowledged as the o/s and/or the "free trading float" !!! you said "oustanding available to trade" but 395,444,888 in the o/s includes the restricted , I believe, so that contradicts !!!
