My guess from back when they were unpainted was that the wings would be horizontal when deployed and that the umbilical would be spooled around the SAM resting on the wings. They would be as shown in the screencap (which I would call retracted) during the OTR part of their trip. Then they could be extended on the ship and the umbilical spooled onto them, ready for deployment.

I figured the wings would also serve as a wider "foot" for the SAM to rest on the mud bottom.

The extended vs retracted usage in the PR suggests that I am way off base. I wouldn't be the first, or last time.

It's another picture puzzle.
