Yes, the process is supposed to work at converting ammonia.

Urea is commercially produced from ammonia, and CO2.

Ammonia itself is produced from hydrogen gas and nitrogen, with the hydrogen gas produced from methane.

Ammonia doesn't exist in widespread or economical or easily obtainable quantities in waste streams which is why it is produced from natural gas.
