Well sure, it prevents more short selling, but that dosen't matter, trading always seems to magically be stopped long after most of the work is done. That is a short seller's ultimate goal, to not be required to cover. And that is exactly the scenario when trading is stopped. And the second part of your question is an easy one....because in the United States of America, you are innocent until proven guilty.

in the judicial system when someone is charged it is called accusations and allegations, unless the charge is beyond reasonable doubt! You should investigate why some remain in jail without bound while others go free.

Like I have said, finding and questioning Ruth Lane after the fact was an investigative Oops, truth or dare, innocent, guilty, patsy or plan Ruth blind sided the investigation plain and simple.

BTW - Look around in recent history, she is not new to having her own difficulties, name in lights or being fully corporative in investigative matters either........
