Well by the way you get the drift. The technology is not as disruptive to the existing infrastructure as fuel cell technology would be.

You answered your own questions. California is already on it's way. As with any new technolgy mass production brings down cost. 10 years ago you couldn't touch a tiny plasma TV for under 10 grand. Great strides are being made in converting water into hydrogen. There are even existing prototype vehicles that can run on water with a seperator to remove the existing hydrogen from the water and burn the clean hydrogen as fuel the only emmision is water. Biofuels will be dead in ten years time. If every vehicle in america was a hydrogen based vehicle the price of gasoline would drop dramatically as demand for gas diminishes. Larger supply lower demand equals lower price. At that point their will be no more demand for more expensive alternatives like biofuels.
