I didnt say it wasnt real, I said it was pure BS.
In practice, all it simply means are that Phase 2s are smaller, with uncertain results, and therefore some Phase 3s will fail their design.
So it does not amount to a grand <"Theory" or even a "Bias" ??? It just how different uncertainties end up with different results.
Now tell me - is it actually worth a NAME?
Now let me ask YOU to rationalize something - how would you have the industry do it in, such that this "Bias" can be avoided ?
