Brainlessone, I have ultrasound views of my oldest child (sucking her thumb) at 21 weeks gest. A form a "personhood" is hard to deny. That was many years ago and advances in ultrasound technology have since given us greater insight into "personhood" at such advanced stages of pregnancy.

That said, the health and wealthfare of the expecting mother must ALWAYS take precedent over that of the developing fetus. The health status of the developing fetus is an important issue as well. We breach important fundamental, Constitutional and civil rights when we give government jurisdiction over reproductive and other medical decisions.

The problem with the so-called abortion debate is that it always becomes an arguement of absolutes among the ideologically extreme. I maintain that reproductive and other medical decisions are best made between the patient and his or her physician. Every medical and personal situation is different. The issue of morality is between the patient, their conscience and their god. Between opposing ideologues no agreement is possible.

but the specific exclusions are:
The Unborn Victims of Violence Act of 2003, as introduced, does not permit prosecution:

"for conduct relating to an abortion for which the consent of the pregnant woman has been obtained or for which such consent is implied by law in a medical emergency;
for conduct relating to any medical treatment of the pregnant woman or her unborn child;

or
of any woman with respect to her unborn child."

this last is very important and does remove most of the objecions, or am I missing something?

what is the status in the house?
