Right, a reverse split does not change the market cap. And, yes, it has been used as "lipstick" by many without success. Many have indeed been successful.
Under the right conditions a RS doesn't scare me but, I don't think a 1:25 split would be a favorable thing. 1:10 or less might work in a base of continued, earnings and growth, momentum. PPS would then need to be $0.50 or better. Seems doable in time.
