Your first quote is laughable as it refers to language placed in a treat to deal with the muslim Barbary Pirates. The Muslims knew this was all just window dressing to save face for all parties. There were two copies of the Treaty, one in English, one in Arabic. The Arabic copy makes no mention of the claim.
