COSIGN, it looks like quiet and careful accumulation to me, but without enough volume to be significant (i.e it could just be one or two traders looking to acquire, and not a sign of anything else).
Yep; Tax-Loss sellers buying back in. It's rather puzzling why the buying is happening now, as opposed to waiting for the next financing/PP event, which will very probably result in a huge SP drop, and a buying op for those who opt.
