Penryn seems to be lower power in a number of important sleep states. It should lead to some spectacular idle and average power numbers, especially with the Deep Power Down mode @ 0.3W TDP.
Note, too, that junction temperature was increased, which allows systems builders to design less expensive cooling solutions:
Tj - 100C degrees -> 105C degrees
IMO, This should not be overlooked as another important step towards creating smaller form factor devices.
