Cole your aqssunption that the Navy can have an operationa; test tied up is ludicrous. If it is operational it will likely be accomplished at sea, If it is simply a dog and pony show it can be done out on the desert. You make many assumptions and allow none, not particulary clever on your part.
one of the largest Naval bases in the world is in southern cali. sure they do things inland, but southern california is all about the base in san diego. Im not sure you understand the military, how they operate, but maybe that is just my opinion. sure there is inland operations and facilities, but anyone you speak to about the Navy in soutern california would almost always mention water based operations and testing.
