Lame or broken - semantics.
If Intel can accelerate the lead, then they can just keep pushing AMD lower and lower on the price curve. And that seems like a dead-end path to me.
They did the shrink from 90 to 65 nm and couldn't get the clock up to snuff and crank up frequency headroom. What makes you think that 45 nm will be any better for AMD?
