come on; look at the sales statistics of those days. It was impossible to purchase that many shares at his specific price. If I were a CEO I wouldn't publish a Form4 filing because this attracts of lot of buying interst and it would make my purchases way more expensive - this doesn't make sense at all...just kep it rational and simple. The Form4 filings has only served one purpose - to further sell shares into the market.
