Fogg - Small companies that can't afford their own promotional staff give free traded shares, restricted shares or sometimes cash to stock promotion companies to promote their company. In return, those firms then work with brokers, newsletters, email and phone spam to build up interest.

You evidently know what you are dealing with, but it looks to me like an unholy alliance of willing volunteers all trying to talk up a nothing into a something in order to slice a profit off.
