I thought of that, but it seems a very odd test site to use. I do web dev, myself. If they wanted to test the server config, I'd expect them to use a page with a sampling of elements to confirm media loading, database/CGI connectivity, etc...
This page was just text, tables, gfx.
Might be nothing, but might also be an acquisition candidate. That said, translating it might not yield any useful clues, as the site could just be about the Azerbaijan organization.
