The article on universities/debt is simply an illustration of the complexities of the Chinese attempt at allowing economic changes to their society.
To us as Americans, the process looks like it is out of whack and careening out of control.
What most Americans lack is a sense of historical perspective. Our own checks and balances on certain things, ie food, medical drugs, stocks, etc., are relatively recent, some within the last 50-100 years.
The efforts of HRCT to transform itself into an entity that can capture a segment of the growth of this lumbering giant is fraught with challenges. If Dr. Hu and his helpers pull this off, we will reap benefits that will bugger description.
I would not be surprised though, that the "final" product will look a lot different than we expect, even now.
