I don't believe that you will need a passport number simply to use the MoneyCard, but you will definitely need a passport number in order to be a beneficiary of the Foundation. That is standard for any international account.
The individuals at PDR Exchange Inc. have said that wire transfers can be set up and will take up to two weeks to be processed. However, Pedro said that they did not clear that with him and the attorneys first, and that the compliance issues associated with wiring money out of the Foundation could compromise the integrity of the Foundation for everyone involved. Therefore, according to current information, assets can only be removed from the Foundation either in person or via MoneyCards. I can imagine that other methods may be developed in the future.
