I think it can be done because the Harrow land is Sulja Land.
"Closing" it, as in retail closure, doesn't mean that storage isn't still going to happen at this location, It wasn't sold.

Retail operations can continue elsewhere, CR15 location will be expanded...but those Harrow employees can make greater profits for the company in Alberta. Can hire more staff in Ontario if needed.
