Sounds like they CAN'T get your shares and are just trying to get rid of you. If I were you, I'd just demand my certs and tell them that is what you want. They want you to allow them to transfer them "electronically" to another brokerage because then they don't have to actually get them for you. This is the first time I've heard of a broker paying for the transfer costs just to get rid of somebody who is asking something to be done that should be very simple.
