If you read the whole release. . .and a little slower. . ., you will see that the investigation they are speaking of (that you have bolded) is the internal Audit Committee investigation. There is only one sentence in the release that even deals with the SEC investigation and even that only states that the SEC investigation is what triggered the internal audit committee investigation due to Globetel's corporate governance procedures. The rest of the verbage requests a delay while the audit committee reviews the past finacials to determine what, if any, changes have to be made to the past finacials before moving forward. "The Audit Committee has commenced an investigation and will determine what action, if any, the Company will take."
If you need further clarification, compare it with the recent similar request by DELL who is under similar circumstances.
"As previously announced, the Audit Committee of the company’s Board of Directors is conducting an independent investigation into certain accounting and financial reporting matters. The company will delay the 10-K filing because that investigation has not been completed."
