The answer here relates to supply/demand. They are producing all that they need at present. Need is not that great though without the demand for electricity yet.

What's stopping them from completing tubes for production, given the fact that there has been dillution?
Answer here again relates to supply/demand. The tubes can be constructed in a timely fashion when they get the first contract signed. Almost all the parts needed for construction are completed and ready for erection. If they get all four tubes in place I am sure they will not be in full production because what are they going to do with all the oil being produced at that time? No hurry other than the ONYI merger which again is in no real rush. They cannot provide any real source of revenue yet either. Ron
