Microsoft has already stated on numerous occasions that "parts" of NGSCB will be available before the whole emchilada. This is supposed to commence in 2004. I fully expect the addition of the clock to really open up the door for metering and pay-per-use. Wave's early development in this model for the E2100 platform will certainly give them an edge (if they kept the old PC harddrives, that is, LOL).
Once 1.2 starts deploying, TCG will be a different animal. 1.2 = full steam ahead for the TCG as 1.1 will have been declared a success (as I'm sure it already has). It will be too late for any privacy advocates or anyone else to stop it.
rachel, is sure seems to be setting up that way. There will be more hardware announcments before too long, perhaps as soon as year end. Wave will have additional deals that are in the scope of NSM and INTC, perhaps even directly with a PCoem and other motherboard OEMs.
