No, the TPM user does not have to activate anything on ETS except simply have their installer/builder download the CD. If they then want Embssy Trust Server services they pay. Or if there is some new upgrade available for their installed client ETS, or perhaps if their ETS did not come with PIM for example, they might have to pay for that also...otherwise once the bundled ETS is downloaded the user gets to use it's client only functionality free of charge.
