Exactly. Currently, something like 90% of the OS is freely trading. BAT doesn't own ANY shares yet. After the vote, if approved, even though the OS will increase, BAT will have 40-49% of the new OS locked up. This means an overall increase in the SCARCITY of tradeable shares.
