Beartrap,

I agree. George doesn’t believe conditional approval is a possibility. He is actually saying conditional approval is NOW the worst case; in other words, not getting approval isn’t even a possibility. So, it’s either full approval or worst case, conditional approval, which is better or an improvement to when NWBO first submitted; when NWBO first submitted they said either they’d get approved or disapproved.
