The registration is not yet automatic. It becomes automatic in December 2026.

Until then, males are still required to register. The automatic registration is somewhat of a no-brainer, as the government has, since it was reinstituted in the 1980-'s, routinely contacted 17 year olds telling them about registration, and then frequently reminding them to register. They know, and have always known, where each person is, so the registration process was somewhat superfluous.

Also, the selective service is not just for a military draft. It is also authorized for use for other government programs that are not specifically military, but could be used in case of some other emergency, such as a pandemic.

War Powers has to be approved by Congress as well.

The War Powers Resolution of 1973 (War Powers Act) restricts the U.S. President's power to commit armed forces abroad without congressional approval, requiring notification within 48 hours of deploying troops into hostilities or imminent danger. It mandates troop withdrawal within 60-90 days unless Congress declares war or authorizes an extension.

Key Aspects of the War Powers Resolution:
Purpose: Passed over President Nixon's veto in 1973, it aims to restore the constitutional balance of war powers, ensuring the "collective judgment" of both Congress and the President applies to military deployment. It was a direct response to the Vietnam War and secret bombings of Cambodia.
Reporting Requirements: The President must submit a report within 48 hours of introducing forces into hostilities or foreign territory, detailing the circumstances, authority, and scope of the engagement.
Time Limitations: If forces are introduced into hostilities, they must be withdrawn within 60 days (or 90 days in certain scenarios) unless Congress authorizes a longer engagement.
Consultation Requirement: Section 3 requires the President to consult with Congress "in every possible instance" before introducing forces.
