The comment is badly phrased, but go and actually look into First Berlin. One of their offerings is exactly this sort of paid-for micro/small-cap research.
The phrasing itself might be ambiguous but the reality is not. NWBO paid for this. Go ask GZ or DI if you would like to settle this.
