You're hung up on "dump" as the latter part of "pump and dump," where the dump happens once the pump has the price up in profit land. In this case, someone dumped stock with a displayed PPS of $1.02 at $0.033. At that time, the bid wasn't $0.40, it was $0.031.
I'd bet somebody wasn't paying attention and was surprised by the RS, position had been dead for a long time anyway, so they just unloaded it.
