Not sure how that happens. While an RS changes the numbers, the ratios stay the same. For example if the dilution now could double the amount of stock in the market, it could still double the stock in the market after the RS.
It doesn’t really get “cleared out”. It’s still there and frankly more accessible to the market…which isn’t good.
