Not sure how that happens. While an RS changes the numbers, the ratios stay the same. For example if the dilution now could double the amount of stock in the market, it could still double the stock in the market after the RS.

I'm aware of how it works.

I'm not aware of what options $HMBL is meaningfully considering to fix this shit-sandwich.

Plenty here believe there's a plan - if there is, I'm not privy to it.
