Thats what all this is so far bro. They can make sure the mill works run limited ore as they have been, produce samples for assays. Assess recovery or tailing characteristics etc. Which can involve the shipments from fran no problem.
I think you're overthinking this. I bet jared has msha approval before the summer. Just another pr for him to drop that we all now have yet another catalyst to look forward to.
Yes before they go full scale as mentioned in the summer then they will have to have complaince. Which could already be in the works.
