I believe the approval is over due just based on 70 days decision making period after the second CHM meeting on the past NOV. 27/28.

I would agree, unless (best case) the CHM had questions that needed to be resolved before approval or (worse case) the CHM did not approved and LP needs to appeal.

No matter what the issue(s) are something isn't right.

Agreed!; ). MHRA action is not dependent on Class C buildout. Approval should be in the historical time frame of 3 mos or 6 mos post 2nd CHM meeting found by one of our posters here. We are still in the historical approval zone. Best wishes.
