Correct. This means they know that NICE is not going to reimburse for many years to come. Otherwise, they would have submitted evidence already so that both the MHRA approval and NICE approval were processed more or less simultaneously or in quick succession.

Or they know that the MHRA approval is unlikely or it will come with a caveat, so why bother.
