They seem to be discounting some imaginary claims about cloud seeding being done, then go on to say none is being done at this time. If they say that articles are saying that, they should link to them as evidence.
Actually, I have not seen and they offer no evidence that "people are saying" that the atmospheric rivers are due to cloud seeding. Cloud seeding IS done during droughts in the central Sierras, but unless lime time is writing for them, doing cloud seeding during deluges would be a waste of money and counterproductive to add to flooding conditions. The rest of it seems to be accurate as one could find by googling the topic.
