He did say that such was seditious behavior and that such was punishable by death for non-civilians. That is certainly correct under 18 U.S.C. § 2381 . The only one that still must conform with the Uniform Code of Military Justice is Mark Kelly.

What they did was stupid...and they know it. I can somewhat excuse the other five, but Kelly knew better:

Politics make you a stupid politician. I never felt that Kelly was stupid, but now I feel a bit different. At least....I now know he can do stupid things. If there is any punishment for Kelly, it would be minimal. He already punished himself by his actions given his peer review.
