I have my own opinion on this LC.

My observation is even NWBO don’t want to make a move that causes the stock to jump at this point in time.

Management buying a stock in open market can cause the stock to jump.

They don’t want that.

They are very conservative in this regard.

After approval? They might buy after approval granted.

This is my observation. More likely my gut feeling.
