What kept early Obamacare afloat was stealing money from FnF into UST and using those funds outside of normal congressional appropriations.

Obama got away with NWS, because nobody was expecting that and nobody was watching.
Likewise, Paulson got away with CON-ship.

Answer - NO POTUS can take money directly and appropriate it and send it where they want

Congress must make changes of that sort -- AFTER all money - ALL - goes to Treasury (other than Social and Medicare and Fuel Tax by law)
